"The location is a rough neighborhood, next to the central train & bus station. There are a lot of street people around, and a lot of car and bus traffic. The windows (5th floor) were locked closed. It had no frills at all, but it was clean enough. It's a budget option, but adequate."

Also, your policy of how the linen and towels are to be changed was not explained at the front desk--Why? Improvements need to be made."
