The hotel is in a fairly nondescript, not exciting neighborhood, but that doesn't stop it from being very loud (sirens, traffic, etc.) if your windows are open. People came down the street screaming at the top of their lungs on a weeknight in the middle of the night. The lack of A/C makes summer stays unbearable, since having the window open helps, though not much. The staff do not have a great command of English, which makes communicating difficult. The tiny, cramped stairwell is the only way to access rooms upstairs, so if you have a big suitcase, forget about booking here. The room itself was larger than the last place I stayed in eastern Paris, but still pretty small quarters. The bed was comfortable, but the pillows were not good support (very flat).
