The management has a blatant disregard for the comfort and well-being of their guests. Broken locks allowing anyone to enter the stairwell from the street just by pushing on the door ("It was only broken yesterday. We will fix it." - it was likely broken for weeks), dingy hall and stairway (think 1920's NYC slum tenement), staff unavailable during an emergency that occurred, etc.
The emergency was a flood wasn't their fault (someone in the apartment upstairs must have taken a shower without using the shower curtain), the bed and bedroom was soaked and unusable, and the water shorted the electricity only in our apartment. However, their response to this emergency was woefully inadequate.
The office was closed when we returned, so we made many attempts to contact someone - anyone - about the problem. Calls to the after hours number were unanswered, and there was no opportunity to leave a message. When I was finally able to get through to someone (after 11 PM), I was assured by the manager that I would not be charged for that evening due to the inconvenience (it was the last night of our stay and we needed to leave early for a flight). However, neither I, nor hotels.com have been able to get a response from anyone regarding the issue. I can only assume that the manager was dishonest about the refund.
Finally, don't believe the online photos. The property condition is only slightly better than a slum.
